Rotterdam’s newly established governing coalition is seeking explanations after the cost of the city’s Oracle Fusion IT project surged from an initial budget of €16 million to a staggering €44.5 million. The initiative, which aims to update the city council’s financial systems, including procurement, contract management, and subsidy oversight, was originally set in motion in 2022. However, the project has been plagued with delays, and the launch of the system remains pending. Outgoing alderman Ronald Buijt was responsible for overseeing the project’s implementation.
A city-conducted review has highlighted that the preliminary cost projections were far too optimistic. The report also pointed out deficiencies in the project’s management and issues in the collaboration with the consulting firm Deloitte. These revelations have prompted officials to forecast an additional €12 million in costs for software improvements and maintenance this year, with another €13 million anticipated next year.
The coalition leaders are demanding transparency and accountability from those responsible, stressing that the city’s taxpayers deserve a thorough explanation for the project’s escalating expenses. They are calling for a comprehensive disclosure of all factors contributing to the cost overruns and delays.
In response to growing concerns, an emergency council debate is anticipated, which will address the financial and logistical challenges facing the project. Moreover, the coalition plans to intensify scrutiny through upcoming committee sessions to ensure that such issues are rectified and managed efficiently in the future.
